DevLoved EduStudio Upgrade

Hey there I need to upgrade hardware setup of my studio. Can you help reach the best possible purchase decision?
I currently own a i7 windows based system with a total of 16 GB RAM, but the secondary RAM has some problems, so it sometimes stops responding making the program crash.

Alternatively, I have a MacBook Pro with M1 processor and an 8 GB RAM. But when handling complex premiere pro projects it gives up, saying memory overload. It asks me to force quit some programs to continue editing. Even then it hangs.

I have a budget of around 1.5 lakh, as discussed with my father recently. I have no earning whatsoever. My primary usage varies from handling scripting, editing, to production of video essays, we are working together. I shall be majorly using all the apps from adobe creative cloud. I don't have any brand preference as such. Though I would like to get a Mac Studio, but that is out of budget as of now. I need ample memory and storage with good Graphics hardware support. I also prefer gaming sometime.
